有關十二年國教的比序內容，教育部與主導基北區免試方案的台北市教育局仍有部分歧見。眼見八年級生即將升九年級，一群教育團體於日前到台北市府呼籲新任台北市長柯文哲延續免試方案，別在上任後又轉向，徒增基北區家長與孩子的擔憂。

他們首先要求在11月7日公告的104學年度免試入學制度，因各校並己進行宣導，基北區104 年度免試入學會議也己召開，至今已經實施了一個多月，如貿然改變，對學校、老師、家長、孩子是大衝擊，不要變成放羊的大人，上行下效，勿做孩子錯誤的示範。

更重要的是，距會考5 月16 日剩不到半年，此時重新討論調整辦法，所有的孩子及家長都將無所適從。他們說，柯文哲曾說過施政要有延續性且尊重民意，希望柯文哲信守承諾，以及新任教育局長湯志民能落實執行，不要受到教育部的壓迫就屈服。且他們更呼籲教育部和教育局，讓孩子安心準備考試，因為安定民心是政府的責任，無論是中央或地方，都應朝此方向努力，切勿朝令夕改。
