環署：填海造島 以既有濱海區為前題

環保署今天表示，我國如實施填海造島，將以既有港區與濱海工業區為前題，區位選擇上，環境敏感區及海域水質不良地區應避免設置。

環保署上午進行「事業廢棄物清理政策-填海造島 (陸)」專家會議，環保署宣示該項立場，並表示，填海造島政策是因應事業廢棄物最終處置場所不足的不可承受之重。

環保署表示，填海造島區位選擇上，凡重要野鳥棲息區、國家重要濕地、國家公園、野生動物保護區、重要棲息環境、自然保留區、保護區等。

環保署也舉例說，二仁溪口、東港溪出海口等海域水質不良地區，也不宜填海造島; 此外「非都市土地開發審議作業規範」總篇及海埔地開發專篇規定的限制發展區，也避免填海造島。
