李鴻源建議：以都更設計解決高災區問題

前內政部長李鴻源今天應高雄市議會之邀，演講「從國土規劃到高雄氣爆重建」，建議高雄不要以工程思維治洪，而是慎重考慮用都市更新設計來解決問題。

李鴻源表示，城市治理沒有特效藥，氣爆災區淹水必須用都市設計來治，不是用工程手段來解決。所有工程都有極限，有時降雨情形已超過了工程極限。

李鴻源建議高雄市政府，不見得要把箱涵埋回去。他認為中央與地方要改變運作、思考、決策方式，建制應變架構，平常就得演練。
